No game is clearer about the need for collective action against bureaucratic strength than Kaelan Doyle-Myerscough et al.’s City Planning Department.

I did a short demo of this game for my office to show how ttrpgs can teach communication, conflict resolution, and empathy. Everyone loved it! 

This is such a cool idea - thanks for playing and I'm glad folks enjoyed it!

I don't know, when do shift cards come into play?

The shift cards come into play after the first round (so halfway through the game).

So..  After first year? Once per game? I.e. after two rounds.. :)?

The game consists of two rounds. Each round consists of every player taking one turn. At the end of the first round, everyone draws a shift card.

The rules also describe "rounds" as "years," so yeah, you could also say you draw a shift card at the end of the first year. 

I hope that makes sense!
