Working for the City Planning Department is at once a deeply rewarding and gruesomely punishing task. But with the help of this simple guide, in no time you'll know all the ins and outs to making a place whose inhabitants can thrive.

Now, a city is only a city because of the order imposed on it by whoever is in charge. You, the city council, are those people. Were you elected? Appointed? Summoned? Who cares? You're here now and you're ready to do some local government!

For whatever reason, you have been tasked with planning and growing a city within the boundaries given to you by whoever is in charge elsewhere. And you should be excited - after all, you're all straightforward folks with nothing to hide, no ulterior motives, and the city's best interests at heart! Together there's nothing you can't do!

I did a short demo of this game for my office to show how ttrpgs can teach communication, conflict resolution, and empathy. Everyone loved it!

I don't know, when do shift cards come into play?

The shift cards come into play after the first round (so halfway through the game).

So..  After first year? Once per game? I.e. after two rounds.. :)?

The game consists of two rounds. Each round consists of every player taking one turn. At the end of the first round, everyone draws a shift card.

The rules also describe "rounds" as "years," so yeah, you could also say you draw a shift card at the end of the first year. 

I hope that makes sense!
